ATR-30915: moves ZDCPEB chains to common block in P1 menu

This MR moves HLT_noalg_ZDCPEB_L1CALREQ0 and HLT_noalg_ZDCPEB_L1CALREQ1 to addCommonP1Signatures() in the P1_run3_v1 menu to facilitate ZDC testing with any menu at P1 as brought up in ATR-30877.
