Projects: Update to atlasexternals 2.1.45

This MR updates all Projects to atlasexternals 2.1.45

The list of atlasexternals package update in atlasexternals-2.1.43, atlasexternals-2.1.44, atlasexternals-2.1.45 are:

• Update tests to LCG_107a_ATLAS_1 and update ACTS and GeoModel
• Fix clang19 compilation of fastjet
• FIX CI: Use CERN Harbor registry cache for Ubuntu container
• Gdb: use gdb from LCG release
• Reverted to use atlasexternals again due to the libbfd.a linking problems discussed below
• Gdb: remove installation of non-existent Find-module
• APTypes: add Xilinx arbitrary precision types
• AtlasCMake/LCG: remove the use of lsb_release
• Update hdf5 to 1.14.6
• Update ACTS, GeoModel and VecMem to latest versions used in Athena main branch

Decided to decouple this atlasexternals update from the pending update to LCG_107a_ATLAS_3/4
