Updated InDetDetDescrExample scripts

Thomas Strebler requested to merge tstreble/athena:IBL_Mask_JSON into 24.0

In the context of ATLASRECTS-8174 some of the scripts developed in InDetDetDescrExample needed to be adapted to the Run 3 detector

  1. Swept the developments from @pibutti @wguerin from main into 24.0. Please do not squash the MR to preserve history
  2. Added relevant Run 3 configs
  3. Adjusted the script installation to be able to run them standalone
