Draft: Migration of InSitu calibration code in JetCalibTools to new interface using JetToolHelpers

This migration is done within the Jet/Etmiss plan to move to new calibration tools that will make use of JetToolHelpers, previously merged in Athena by @stapiaar .

The Insitu calibration tool is migrated, with the source code in a different repository than the current version of the tool, to not break the current tools. The migrated tools can therefore be plugged in any time.
