Draft: Fix calibrator for the ACTS fitters

This MR proposes a new calibrator for Trk::Measurements with the ACTS fitters. It uses the convertInDetToXaodCluster function for conversion which should ensure that the local coordinates are matching the ACTS surfaces, which was not always the case before (mostly for the strip-endcap annulus surfaces).
