Trial solution for ATLITKSW-298. This MR truncates the ToT to 14 only for the ITk chips. It does not introduce the same fix in the opposite direction, i.e. during digitisation the charge->ToT should be similarly limited; this will be followed up in subsequent JIRA tickets and MRs.
