Adding initial structure for L0MuonMDT package

Initial version of new package for phase2 simulation of L0 muon MDT trigger. This provides the basic structure, further developments plan to simulate the MDT trigger logic. The exchange of RoIs with the L0 muon RPC trigger is also to be implemented in future updates.
