ITk PixelClusterError: implement a path relying on globaltag

add an option to run without a hardcoded ITkClusterError tag.

It cannot be switched on for now as the default tag OFLCOND-MC21-SDR-RUN4-03 is missing the association (it works with OFLCOND-MC21-SDR-RUN4-02)
