Improve new jet calibration step: EtaJES

This MR improves and completes the new jet calibration tool which performs the "EtaJES" calibration step.

It regroups part of the code which were in separated tools into the EtaJES tool. The calibration was tested & validated agaisnt the current implementation.

This MR affects only c++ code which is not yet run in any job.
