FPGATrackSim: reconfigure hit splitting and change to chrono service

Ioannis Maznas requested to merge imaznas/athena:FPGATrackSimFix into main

This moves the splitting of hits to 1st and 2nd stage from DataPrep to LogicalHitsProcess algorithm.

It also improves a few places to avoid unnecessary copying of objects in LogicalHitsProcess and GenScanTool.

This is the first step in order to parallelize running on different regions.
