Draft: sTgcSensitiveDetector - Add switch to adapt whether it's run on SQLite or geometry DB

This is a follow-up of https://gitlab.cern.ch/atlas/geomodelatlas/GeoModelData/-/merge_requests/138 & https://gitlab.cern.ch/atlas/geomodelatlas/GeoModelATLAS/-/merge_requests/177 where the volumes of the STGCs were reshuffled

Patch has been tested using 10k di muon particle gun events. The same EVNTS are processed through, the current production workflow to produce the reference. The two tests are produced exericising the full workflow with the MTech- SQLite databases. The green one uses main with the current geometry database installed on cvmfs and the red one a new SQLite database with the updated sTGC structure. Digitization & Reconstruction is performed in both cases with the updated database. Let me highlight here few plots, but in genreal the agreement is much better now with the patched database:
