ATR-30999: implementing boosted ditau trigger chains - DiTauRec part

Hi All,

This draft MR is the first of a few to implement a new trigger catalog named Ditau for boosted ditau_hadhad triggering in HLT.

This MR focus on the diTauRec package:

  1. Added an inferencing tool running the omni ditau tagger.
  2. Added a constituentFinder to avoid rawConstituent access in HLT
