fixing MuonSort and MET/jXE sort implementations to resolve VAEAD mismatches

This MR fixes some residual issues in L1Topo algorithms that were thus far unused. In some cases functionality reproducing the behavior from legacy L1Topo is dropped to simplify implementation as legacy L1Topo has already been decommissioned.

Some residual differences for the VAE AD algorithm should still be expected due to ambiguities in sorting the input objects. Fully reproducing the preferences in HW in case of equal ET objects may be addressed in the future. Comparing simulation results with the fixes in this MR with HW in a test stand (albeit with somewhat limited statistics) showed no other disagreements other than a single one explainable by these sorting ambiguities.
