update IDGlobal han configs for YETS2025

Makayla Vessella requested to merge mvessell/athena:idglobalhanupdate into 24.0

This MR updates some out-of-date axis ranges in the IDAlignment DQ algorithm to prevent warnings when creating the web displays. It also removes the long unused, always empty low stat config. Addresses ATLASDQ-1207, ATLASDQ-1209, and ATLASDQ-1220.
