Adding new SCT calibration defects for wire disconnected strips (24.0)

This is the copy of !77707 (merged) but for 24.0.

This request adds the new calibration defects for wire un(part)-bonded strips to SCT_ReadCalibDataCondAlg.cxx.
10^3 insensitive strips out of 6M strips are treated as DISABLED in the tracking. tag: @janders, @csebasti, @tstreble, @ncalace
