CTPSimulation: remove Run2 ROI decoders

Hello,

This MR is removing Run2 ROI decoders from CTPSimulation (introduced in !29687 (merged)), as they seem no longer used. They were flagged in the valgrind scan (ATR-30983), as memory is allocated but not released. I was about to turn raw pointers into smart pointers to avoid this, but if the converters are unused, we may as well drop them.
