Tweaked how HighFive would be used by TruthRivetTools.

These changes, together with atlasexternals!1231 (merged), allow me to build TruthRivetTools successfully against LCG_107a_ATLAS_3. For which @elmsheus reported an issue in ATLINFR-5716.

Note though that this is technically independent from atlasexternals!1231 (merged). They can go in in any order. But both will need to be in our nightly before we can progress with SPI-2753 and SPI-2757.
