ATR-30790 Starting this ticket to follow up on TJ's suggestion on [!77498 (merged)|!77498 (merged)] to implement a generic RejectingHypo inspired by [BeamspotChainConfiguration.py#L73-84|https://gitlab.cern.ch/atlas/athena/blob/24.0/Trigger/TriggerCommon/TriggerMenuMT/python/HLT/CalibCosmicMon/BeamspotChainConfiguration.py#L73-84].
