CPRun improvement. Simplify input tag, enhance -h speed and -h functionality, fix output name in Athena

The change is originally made in !78360 (merged), but is suggested to be separated.

Migrating the modules import especially the configSequence and ROOT because it slows down the -h output by around 8 seconds.

Improve i/o streamlining, renamed the output tag because there was a miscommunication in the naming convention.

Added --strip tag to EL so that EL may have similar outputs as the Athena which is easier to maneuver on the grid.
