Clean RootStorageSvc from AuxStore specifics

Relocating all AuxDyn Store - related I/O operations from RootStorageSvc to the RootAuxDynIO package.
RootAuxDynIO is now a dynamic component that can be loaded by RootStorageSvc but is not required for Athena I/O
