JetTileCorrection: update MC23e dead tile module list

Hello,

This MR is updating the list of dead tile modules in MC23e. The reference is this talk, which mentions there are no dead tile modules in MC23e. However it was confirmed in ATLGBLCONDTAGS-99 that LBA50 and LBC09 are masked. It would be great if the slides could be updated accordingly.
