Improve consistency checks of offline DQ configuration files, fix errors in files

Some problems in the han offline DQ configuration files were found in ATLASDQ-1226. Add a number of consistency checks that run as ctests to ensure that all referenced algorithms exist and that the correct type of algorithm is used in all cases. Correct some existing config files that had errors.
