Fixing the behaviour of the TSOS decorator with track selections

This merge request fixes the incorrect behaviour of TrackStateOnSurfaceDecorator when the track selection is not provided, which masks all the tracks.
I introduced the track selection for the decoration with MR !76943 (merged), but the TSOS for all the tracks should be decorated when no selection is provided. This request changes the default selection parser to True, which makes all the tracks remain.
