eFex monitoring and debugging updates: new eFexEventDumper algorithm

In This MR:

  • A new eFexEventDumper algorithm, which will be scheduled in the L1Calo monitoring job if the user is debugging individual events (using the --evtNumber option). "Event displays" are put in a eFexEvents.root output file.
  • Added a 2-min delay to the startup of P1 monitoring due to LATOME database update delays
  • Added ability to compare efex xTOBs in sim-vs-hw (but left feature disabled for now, as well need modifications to histogram configurations in python)
  • No longer considering LAr InvalidCode (1022) as an error in eFexInputMonitorAlgorithm ... not L1Calo's job to track these, we think.
