DataQualityConfigurations: lower minimum hanconfig file size
After removal of one of the cosmics hanconfig files in !79400 (merged), the merged file size is less than the 500 lines required. Lower this limit to 100 lines and also add a failure message to the script.
Fixes unit test failure in nightly.
