Adding DataScouting-based muon calibration stream

Implementation of ATR-31029 to implement a muon calibration stream. More general ticket being ATR-30979. Goal is to (re-)implement the DataScouting/TLA-based muon calibration stream in order to replace the current MuCal server/client architecture for Phase-II. In this MR, addressing the definition of the new DataScouting stream only (and therefore removing again some of the other implementations).
