Convert ThinInDetClustersAlg to an AthReentrantAlgorithm

This MR converts ThinInDetClustersAlg to an AthReentrantAlgorithm. For more information on this algorithm (which is not used in the nominal bulk reconstruction), see !72727 (merged).
