L0 Muon RPC candidate and simulation update

Adding more information to the L0 Barrel candidate data, following the L0 Muon Interface document. RPC candidate formation from truth now in a separate function, adding also hit information to the candidate. While the RPC candidate data objects are now close to final, the filling alg based on the truth is still a placeholder.
