HGTD_Calibration: Module to hold HGTD calibration tools

Many calibrations of the HGTD frontend need to be considered in both digitisation and reconstruction stages, so we devised a new module to gather tools and constants with that need. The first implemented tool, the HGTD_TdcCalibrationTool, use multiple calibration values to simulate the digitiser behaviour on the digitisation step, and use the same values to recover this value from RDOs on the reconstruction stage.
