Add listening to StoreCleared incident to release SharedWriter

A recent change in !78998 (merged) dropped listening to the "StoreCleared" incident which is used to release SharedWriter. As a result, the first worker to allocate the SharedWriter keeps it until the end of the jobs and the rest of the workers are stuck on their first event.
