Draft: Adding 2nd stage detector zone specific windows and chi2 cut

Made these detector zone specific windows, and moved all windows into the bank directory in cvmfs. Therefore, there are no more hard coded windows in the config file. Also I edited the chi2 cuts and made a small fix to the window algorithm so that we no longer exit the loop if the bin does not match (the bin padding will take care of it).
