Draft: Noise sim in ITk

This MR is a fix to the formula used to generate indices of pixels meant to be selected at random from a module in the ITk Pixel detector. The purpose of this selection is to add noise to the modules with energy deposits thus allowing simulation of noisy Pixel detector.
