[ATR-30902] Implement multiplicity preselection for HI Jets, update chains
This MR addresses ATR-30902 and ATR-30461, where timeouts in HI Jet chains were reported due to many jets being considered by pflow/ftf. This MR implements a prselection version of the multiplicity selections to reject events with many topojets prior to the pflow & ftf stages. The MR also updates the HI Jet chains to use this new preselection.
In this preselection, the two pt cuts (>10GeV and >15GeV) are hardcoded as two preselection variants. The MR also contains, commented, a prior implementation where the pt cut could be specified.
From test_trig_mc_v1DevHI_build.py, the event counts are identical to the old chains. A more thorough test, and an investigation of the timeouts, can be performed after the MR is merged.
