modified ZDC auto-config logic to include data25_hi* and to handle OO/NeNe and PbPb separately

New features in ZdcRecConfig

1. Auto config now handles data25_hi and data25_hicomm separately. For production, we'll disable calibrations for now in hicomm (but will introduce them on Tier0)
2. since data25_hi covers both OO and PbPb, I have used a python utility (from the summer, thanks @wlampl!) to handle OO/NeNe and PbPb separately by checking the beam charge (8/10 for OO/NeNe and 82 for Pb).
