New LAr provenance bit to mark cells of dead FEBs -> no spurious corrections

Introduce a new LAr provenance bit( LArProv::DEADFEB) to mark cells of dead FEBs. For cells with this provenance, do not apply pedestal correction or neighbor-average-correction.
