Adding test to validate L1Sim (ATR-24748)

First step for closing ATR-24748. Created file TrigP1Test/test/test_trigP1_v1Dev_compareL1Sim_build.py that does the following:

  • write a BS file with L1Sim on
  • rerun HLT without L1Sim
  • compares the chain counts of both

Once this file is available I need indications on how to make this test useful for ART validation.
