Edit SCTHitsNoiseMonAlg.py to fix an issue with SCT online DQ histograms for hits on tracks
We have noticed that in DQMD our histograms for "hitsontracks" recent vs cumulative looked the same [1]. Our DQ expert has found possible bug in the code, which this MR addresses.
