Add IRCSafeLabelTools to ParticleJetTools and JetRecConfig/StandardJetMods.py

A tool for labelling jet flavour with infrared and collinear safe definitions published in the last 3 years. All algorithms discussed and compared in https://arxiv.org/abs/2506.13449 are included. The tool adds 5 new decorations to PFlow anti-kt 0.4 jets.

The tool is called IRCSafeLabelTool and is a part of ParticleJetTools. Additionally, to be useful in derivations (where it's meant to be applied), some lines are added in StandardJetMods.py
