Draft: TagAndProbeZRad: Adding a TagAndProbe for ZRad monitoring

In the Trigger Egamma Monitoring code there is a TagAndProbe for Z->ee. This is adding a TagAndProbe for Z->eegamma. This also modifies the TrigEgammaMonitoring_Config to allow for the ZRad TagAndProbe to be run.
