Updated AugOriginalCounts configs in BPHY + HIGG9D1 derivations

Most configs for the AugOriginalCounts BPHY Derivation tool don't configure the track LRT container, which is assumed to be present in the default constructor

Run 4 reconstruction doesn't include LRT reconstruction yet, which leads to a crash in those derivation configs.

Setting up some central CA config for this tool, adjusting the track LRT container config depending on whether LRT is run or not.
