Adding AutoConfig settings for Dyons for MC20

Adding Autoconfig settings so it is correct for MC20 dyon jobs in release 21 simulation mentioned here !82915 (merged). Also updating MonopolePhysicsTool.cxx to use else if instead of else statement to match R21 as mentioned here !82253 (merged).
