Explicitly specify menu for the bjets and fsjet chains

Used to force the Run 3 menu for the ITk jobs - probably not the best approach, but should be ok for the time being,

Can be changed in the near future if needed, but need to properly be able to explicitly specify jobs with the run 4 menu before that will work while allowong chains to be replaced in the Run 4 menu without breaking the Run 3 menu that should be in use for the remainder of Run 3. Also adds a CI check for the chains against the Dev menu - this may be removed if it causes the CI test to fail.

This should address ATR-32244
