Implementing management of the barrel candidates in L0 MDT simulation.

Retrieving RPC barrel candidates, using z RPC positions to perform a fit in the MDT subsystem. Opening a window around that fit and taking into account only MDT hits in that region.

Adding L0MuonMDTTools that will be used in future implementation. Adding FullChainTrigger.py to configure both RPC and MDT simulation.
