McEventCollectionFilter: Clean-up WriteDecorHandleKey syntax

Some standardisation of how SG::WriteDecorHandleKeys are declared (and configured) in the Algorithms in the McEventCollectionFilter package. This is intended to make it simpler to update DecorHandleKeys consistently.
