Added electron cluster energy resolution decoration to CP Egamma Algs

Hello experts,

Modified EgammaCalibrationAndSmearingAlg by adding electron cluster energy resolution (EgammaCalibrationAndSmearingTool::getResolution). This is used in the ZMassConstraint using the athena/ZmassConstraint Tool. But for the electron case, the function ConstraintFit::addParticle needs a parameter for electron calorimeter cluster energy resolution (float elEnergyRes), and this parameter can only be derived from the EgammaCalibrationAndSmearing/getResolution. This is the motivation for the MR.
