ATR-31914: Add eta restriction to large-R jet chains in the low-mu menu

Following the phase-out of the non-C large-R jet chains in ATR-31914, the same eta restriction update should propagate to the low-mu menu as well. This MR adds the "C" restriction to all the a10 chains in the low-mu menu.
