Add Find-modules for flake8 bugbear and builtins

Add Find-modules for the flake8 plugins bugbear and builtin. Install bugbear by default via the flake8_atlas package (the builtin plugin is causing too many false positives, so let's leave that aside for the moment).

Needs to wait for LCG_104d_ATLAS_15/16 or LCG_105b_ATLAS_1/2.
