Cleanup redundant policy settings

This is a follow-up to !1168 (merged). Now that we require cmake 3.25 as our minimum version, we can remove the explicit NEW policy settings.

Also remove the CMP0135 OLD setting in favor of explicitly setting DOWNLOAD_EXTRACT_TIMESTAMP TRUE where needed (for all the autoconf/automake based externals).
