Bump Geant4 external to v10.6.3.15

Benjamin Morgan requested to merge bmorgan/atlasexternals:geant4-cmakemin-update into main

Use new upstream tag that addresses CMake <3.10 deprecation warnings as reported in ATLINFR-5585.

Technical fix only with no C++ changes, but requires a new dataset version. This is present on EOS, but also needs the new RPM available to satisfy the dependency. That's been requested in ATLINFR-5610, so submitted this MR as draft until that's available.
