Set CMAKE_POLICY_VERSION_MINIMUM:STRING=3.5 for several packages for cmake 4.0 as discussed in ATLINFR-5722.

Found these packages in trial-and-error mode building AthenaExternals and AnalysisBaseExternals by hand.

Treated the building of VDT within ROOT build differently for AnalysisBaseExternals.
